五星卡，即外国人永久居留身份证，是中国政府为符合条件的外国人签发的法定身份证件，用于证明在中国的合法居留身份。五星卡持有者在大部分场合下享受与中国公民同等的待遇，从而在中国的工作、生活和安居等诸多方面变得更加便捷。

然而近期，很多拿到外国人永居证（即“五星卡”）的外籍朋友们纷纷前来咨询：

我的外国人永居证还是旧的，是否需要更新为新版五星卡？

我之前的社保账户是用护照登记的？现在有了五星卡，可以合并账户吗？

如果我不再工作，还能享受中国的医保待遇吗？

The Five-Star Card, also known as the Foreign Permanent Resident ID Card, is an official identification document issued by the Chinese government to eligible foreigners, certifying their legal residency status in China. Holders of the Five-Star Card enjoy treatment equal to that of Chinese citizens in most scenarios, making various aspects of work, life, and settlement in China more convenient.  

However, recently many foreigners who have obtained the Five-Star Card have been asking:  

My old Permanent Residence Card is still valid—do I need to upgrade it to the new Five-Star Card?  

My social security account was previously registered with my passport, can it now be bond to my Five-Star Card?  

If I am no longer working, can I still enjoy China’s medical insurance benefits?  

What other online applications support the Five-Star Card? How can I link it to Suishenban, Alipay, and WeChat?

Are foreigners with the Five-Star Card still eligible for tax-exempt allowances? Do they need to adhere to the “Six-Year Safe Harbor Rule”?  

The Foreign Talent Service Department of CIIC Shanghai will host a seminar on the afternoon of September 26 to unlock the advanced applications of the Five-Star Card. The event will help participants gain a deeper understanding of social and medical insurance benefits, master the use of Suishenban, Alipay, WeChat, and other online platforms, and explore additional “hidden” benefits, such as applying for “fast-track clearance” at airport immigration, employing foreign housekeeping staff and the process of restoring Chinese nationality.  

We welcome foreign nationals holding the Permanent Residence Card or corporate representatives responsible for related matters to register for the event.
